If you live near a free clinic go ask them if they know of any programs in the area that offer free medical services to people in your situation. Here in my city we have a thing called "Project Access" where a bunch of different medical professionals (including oral surgeons) donate a certain number of pro bono services to people in the program. If you dont have anything like that you need to start calling oral surgery offices one by one and explain your situation. Someone should be willing to help you out and set up a payment plan I would hope.
