Why my roses are not thriving?

I am stationed in Nagercoil, Tamilnadu, India. When I first got the seedlings, the first bloom came out well. But later, either "floaters" were sprouting all over of the next set of flowers were wilted. I have tried "rose mix" fertilizers and natural manure> They are in pots and I water them daily
