Can green card holders apply for U.S.life insurance policies for canadian citizens?

my mom is a green card holder. she would like to apply for a U.S. based life insurance company policy for me and my brother. however, my brother and i don't hold any status in the U.S. we are Canadian Citizens. Can she apply for the policy and can we be the beneficiaries?
